Our perspective on the Dutch government’s new nitrogen plans
The Dutch government's new nitrogen plans are causing significant uncertainty among dairy farmers. Since the plans were presented on 26 June, we have seen and heard growing concerns among our customers. We understand these concerns. Alongside our customers, many of our own employees face the same challenges on their family farms.
Behind every farm is an entrepreneur who works tirelessly every day to produce food while building a future for their business, often continuing a family tradition that spans generations. The new plans affect not only farms, but also the families behind them. That is why clarity about the future is so important.
The nitrogen challenge is complex. Over the years, the agricultural sector has already made significant efforts to reduce emissions. Farmers need clarity, confidence and a realistic path forward, supported by clear and consistent government policy. Only then can they make informed decisions for their businesses, their families and the next generation.

Innovation as part of the solution
Over the past decades, the agricultural sector has already achieved substantial emission reductions. According to figures published by Statistics Netherlands (CBS) in 2025, the nitrogen surplus in Dutch agriculture in 2023 was 57% lower than in 1990. We have great respect for the progress the sector has made. At the same time, the challenge of achieving national nature restoration goals remains significant.
For almost 80 years, Lely has supported farmers in managing and developing their businesses. We do this through advice, services and technological solutions. We have strong confidence in our technologies and innovation: both can play an important role in achieving nature, climate and environmental objectives while maintaining a strong and competitive agricultural sector.
The government's plans recognise innovation as part of the solution, which is encouraging. At the same time, we see that technological developments often move faster than the legislation and regulations needed to enable their practical application. As a result, opportunities to further reduce emissions and accelerate sustainability improvements are not yet being fully realised.
That is why Lely advocates clear, reasonable and workable legislation and regulations that provide long-term perspective and enable farmers to become even more sustainable. Only with stable policy and clear framework conditions can farmers continue contributing to society's environmental ambitions while building a fair and sustainable business model for the future.
Making better use of nutrients
Nitrogen losses occur on every dairy farm. At the same time, many Dutch farms are required to export manure while purchasing artificial fertiliser. Making better use of nutrients and reducing nitrogen losses, thereby lowering dependence on artificial fertilisers, is what Lely stands for. This benefits both the farmer and the environment.
To reduce the loss of valuable nutrients, we develop solutions that contribute to more efficient nitrogen and mineral use on dairy farms. Lely Sphere was introduced in 2020 and is now officially recognised with an average ammonia emission reduction of 77% inside the barn compared with a conventional slatted floor. It is an example of how technology can help reduce environmental impact while strengthening the economic position of dairy farmers.
